Some states that are on top of my list is New York, California, New Jersey, Florida. You can also research which states have the highest unemployment rate, that will be an indication as well.

The following are the latest unemployment top 7 list starting with the state of Michigan topping the list with 14.6% unemployment rate.
Michigan 14.6
Nevada 13.0
Rhode Island 12.9
South Carolina 12.6
California 12.4
District Of Columbia 12.1
Florida 11.8
